Elk City, OK – A Weleetka man is facing multiple charges after a violent altercation at an Elk City restaurant escalated into a confrontation with law enforcement.
According to authorities, officers responded to a disturbance at El Patio restaurant on North Eastern Avenue at approximately 6:48 p.m. on January 19. Reports indicated that an intoxicated customer was yelling at employees and refusing to leave, as well as spitting at the restaurant’s owner.
Upon arrival, officers observed restaurant staff pointing toward a blue Jeep attempting to leave the scene. A man, later identified as 34-year-old Robert Kenneth Kramer, exited the vehicle and aggressively approached a restaurant staff member, appearing to square up in a boxing stance. Witnesses say the employee took a defensive stance before officers intervened.
When police attempted to detain Kramer, he resisted and struggled with officers before being placed in handcuffs. Authorities later confirmed that Kramer’s driver’s license was suspended. A search of the vehicle revealed open alcoholic beverage containers, and officers conducted a blood test under implied consent laws due to a prior DUI arrest.
While being transported to the hospital for the blood draw, Kramer allegedly made multiple threats against the arresting officer, stating that he would harm them and their family. At the hospital, he continued making aggressive statements toward medical staff but also exhibited emotional outbursts.
Following the medical evaluation, Kramer was taken to the Beckham County Jail. During booking, he reportedly became non-compliant and kicked an officer in the chest while being unloaded from the patrol vehicle.
Later that evening, officers returned to El Patio to gather statements from employees. Restaurant staff confirmed that Kramer had assaulted at least two workers, with additional victims potentially coming forward.

Assault and Battery on a Police Officer
Outraging Public Decency
Simple Assault (Three Counts)
Driving Under the Influence
Driving with a Suspended License
Threats of Bodily Harm
His bond has been set at $25,000, with conditions prohibiting him from contacting the victims or returning to El Patio.
