Burns Flat, OK – The South Western Oklahoma Development Authority (SWODA) honors the retirement of two remarkable leaders, Debora Glasgow and Robin Selman, whose combined decades of service have left an indelible mark on the organization and the communities it serves.
A Career Rooted in Rural Values: Debora Glasgow
Growing up on a dairy farm near Foss, Oklahoma, Debora Glasgow learned early the value of hard work and commitment. Her parents’ work ethic and her father’s 40-year tenure as Foss’ mayor inspired her dedication to service. Those lessons guided Debora through her 26-year career at SWODA, where she rose from a front-office receptionist to Executive Director.
Under Debora’s leadership, SWODA expanded its initiatives and strengthened programs like the Rural Economic Action Plan (REAP), Community Expansion of Nutrition Assistance (CENA), and services for seniors. She spearheaded the creation of the Substance Use Prevention, Treatment, and Recovery (SUPTR) program and oversaw the growth of SWODA’s Transportation program, reflecting her commitment to regional progress.
Debora’s accolades include the “Star of the Southwest” recognition from the Economic Development Administration, and her legacy is defined by her humility and hands-on approach. As she transitions into retirement, Debora remains committed to advocating for seniors and volunteering within her community.
Reflecting on her career, Debora said, “I love what we do. From the beginning, I recognized the importance of this work, and that belief has never wavered.”
Nearly Four Decades of Dedication: Robin Selman
Robin Selman devoted 39 years to SWODA, starting in the Employment and Training division before making her mark in Community Development. Her work with the REAP program was especially meaningful, providing small jurisdictions with critical funding for infrastructure and equipment.
Robin also contributed significantly to the Welfare to Work program, helping single mothers achieve stability for their families. Her dedication stemmed from SWODA’s supportive work culture, which she described as a “close-knit work family.” She credits her long tenure to the meaningful relationships built with colleagues and the fulfillment of making a difference in the region.
As she retires, Robin plans to stay active in her community through volunteer efforts such as supporting local food banks.

SWODA celebrated the contributions of Debora and Robin with a retirement event on December 19, 2024, bringing together colleagues, community members, and partners to honor their achievements. Their leadership, vision, and tireless efforts have profoundly shaped SWODA and its mission to enhance the quality of life in Southwest Oklahoma.
