Elk City, OK — Two Elk City parents have been arrested on child neglect charges after their three-year-old daughter was found wandering outside naked in below-freezing temperatures. The investigation revealed severe living conditions, leading to both parents being taken into custody.
According to a probable cause affidavit, on February 16, 2025, at approximately 3:00 PM, authorities were alerted after a toddler was spotted alone near 117 Meadowridge with no clothing, despite the freezing weather. A neighbor, who captured footage on a Ring Doorbell camera, directed officers to the child’s home. Upon arrival, police knocked on the door but received no response. A woman inside eventually answered while holding the child wrapped in a blanket, bringing her back into the residence.
Inside the home, officers found the child’s father, identified as Damien Orrick, and a six-month-old infant. The residence was in deplorable condition, with animal feces, flies, and moldy food scattered throughout. The children’s living spaces were cluttered with trash and dirty clothing.
Authorities determined the house was not a safe environment for the children. The mother, Indica Skye Hungness, was at work at the time but was later taken into custody at the police department.
During questioning, Orrick admitted he had fallen asleep after taking pain medication following dental surgery. Officers noted he appeared disoriented and under the influence of an unknown substance. A search warrant was later executed, revealing even more disturbing conditions, including human feces in the children’s bathroom, rotten food in the kitchen and refrigerator, and drug paraphernalia inside the main bedroom.
Both Orrick and Hungness were arrested and charged with child neglect. The Oklahoma Department of Human Services took custody of the two children.
Orrick’s next court date is scheduled for March 31, 2025, while Hungness is set to appear in court on April 21, 2025.
