Elk City, OK – Authorities have issued an outstanding warrant for two suspects believed to be responsible for multiple burglaries at the Elk City Walmart Superstore located at 210 Regional Drive. The suspects, identified as 61-year-old David Wayne Cahill of Oklahoma City and 59-year-old Kelly Ann Wear of Lubbock, TX, are accused of executing a series of thefts dating back to May 30, 2024, with the most recent incident occurring on January 15, 2025.
A Pattern of Crime
According to investigators, the suspects followed a nearly identical method in both incidents. Surveillance footage captured them entering the store, staging large amounts of merchandise near the garden center, and later returning in the early morning hours to cut through the fence and remove the stolen goods.
CCTV footage from January 14, 2025, shows Cahill purchasing Hyper Tough bolt cutters at Walmart, which were later found abandoned near a freshly cut hole in the store’s chain-link fence. The following morning, at approximately 4:50 a.m., Cahill was seen retrieving shopping carts filled with merchandise that had been stashed overnight.
The May 30, 2024, burglary followed an identical pattern, with the suspects arriving late at night, gathering merchandise, and then returning hours later to break through the fence and retrieve the stolen goods. Walmart security confirmed that the same black Chevrolet HHR, registered to Wear, was used in both burglaries.
Criminal Background and Evidence
Elk City police linked Cahill and Wear to the crimes using security footage, purchase history, vehicle sightings, and past criminal records. Cahill has a history of strong-arm robbery and shoplifting, with at least 12 recorded incidents at various Walmart locations, including Weatherford, Yukon, and Lubbock, TX. His history includes violent offenses against elderly victims, raising further concerns about his behavior.
Detectives also reviewed courthouse security footage from January 14, 2025, which showed Cahill and Wear wearing the same clothing they had on when they were later recorded burglarizing Walmart that evening.
Authorities estimate the total value of stolen goods from the Walmart burglaries to exceed $1,346.87. The stolen merchandise included various electronics, tools, household items, pet supplies, sporting goods, toys and pharmacy items.
Legal Action and Charges
The Beckham County District Attorney’s Office has filed multiple felony charges against both suspects, including:
Felony Burglary 2nd Degree (21 O.S. § 1435) – Breaking and entering a commercial building with intent to steal.
Misdemeanor Indirect Contempt (21 O.S. § 565) – Disobedience of a lawful court order.
Misdemeanor Maliciously Defacing Property (21 O.S. § 1760(A)(1)) – Damaging property under $1,000.
Investigators discovered that Cahill had previously signed a plea deal agreeing not to violate any laws or be out past midnight unless on official business. However, he committed the January 2025 burglary just hours after appearing in court for previous offenses.
Outstanding Warrants and Arrest Efforts
On January 24, 2025, an outstanding warrant was issued for Cahill and Wear, and formal charges were filed the same day. Authorities have set an initial bond at $10,000 for Cahill and $6,000 for Wear, though both suspects remain at large.
