
Elk City, OK – A Texas man is facing multiple felony charges after an investigation by Homeland Security and local law enforcement linked him to child exploitation and sexual assault in Elk City.
Bryan Devin Cruz, 34, of Royse City, Texas, was arrested after authorities uncovered evidence that he allegedly engaged in sexual acts with a minor and solicited explicit content from underage victims.
According to the Elk City Police Department and Homeland Security Investigations (HSI), the investigation began when authorities were contacted for assistance in identifying a possible child exploitation case. Officials say Cruz was communicating with an underage victim through online platforms and later met with the victim in person.
The forensic interview with the minor reportedly revealed that Cruz engaged in sexual acts at multiple locations in Elk City. Investigators recovered messages from the social media platform Discord, where Cruz allegedly discussed his involvement with the victim and attempted to arrange further meetings.
Authorities also discovered explicit images and messages in which Cruz encouraged the minor to engage in sexual activities. Further evidence linked Cruz to additional attempts to solicit and store child pornography.
Cruz faces the following charges:
– Two counts of Second-Degree Rape (21 O.S. § 1116)
– Indecent Exposure and Solicitation of a Minor (21 O.S. § 1021)
– Using a Computer to Violate Oklahoma Statutes (21 O.S. § 1958)
The investigation also connected Cruz to a prior arrest in Moore, Oklahoma, in 2024, involving similar allegations.
A warrant for his arrest was issued on February 20, 2025, and bond set at $100,000.
