Custer County, OK – Two individuals, 27-year-old Catherine Allina Foulke and 30-year-old William Arney of Custer City, are facing serious felony charges related to alleged child abuse and neglect. These charges stem from incidents reportedly occurring in late 2024.
According to court documents, Foulke has been charged with one count of felony child abuse and one count of felony child neglect. The allegations detail that Foulke used unreasonable force, including biting and bruising a minor, along with leaving the child unattended for extended periods. The charges allege that these actions were willfully harmful and constituted a pattern of neglect and abuse.
Arney is facing one felony count of child neglect, accused of failing to provide adequate supervision, medical care, and necessities for the same child. The documents state that this neglect left the child in dangerous conditions and at significant risk.
Both individuals were arraigned in Custer County District Court. Foulke’s bond has been set at $10,000, with a Preliminary Hearing Conference scheduled for February 28, 2025. Similarly, Arney’s bond is also set at $10,000, with their Preliminary Hearing Conference on the same date.
If convicted, the penalties for these charges include imprisonment in the Department of Corrections for up to life for child abuse and up to 15 years for child neglect. Both offenses carry significant fines as well.
